You need to adjust the cutting deck. look at the connections from the machine to the deck (the rods that the deck hangs from). You will see one rod that has threads on it... That is the adjustable rod. use a ruler to measure from the ground (flat concrete slab) to the bottom edge of the deck. The measurement must be the same on the left and right sides... and don't use the deck as a step when getting on the machine.

The typical cause for "governor hunt" is a fouled carburetor. Could also be water in fuel.

Suggest you drain fuel, especially the carburetor fuel bowl, and put in fresh fuel. A fuel system additive such as Sea Foam will likelyl clear minor carburetor fouling.

Measure and add fuel additive per instruction... too much additive will cause high specific gravity and improper air/fuel mixture (poor running or no run).
