Resetting sisters laptop to factory, but when we did said missing window files, and cannot get it to open w out it saying need to run windows recovery cd

Have you tried booting in safe mode? Repeatedly tap F8 while booting and you will beprompted asking if you want to enter safe mode then allow it to load;
Furthermore you could remove the Hard Drive and put it into another computer providing it is a matching connection with the other machine e.g. Sata - In the event it is a Hard Drive failure which by the description you have given is a distinct possibility you can send it to the manufacturer for data recovery.

try not putting password in it when you do a recovery i have xp and i never use password i have the same error when i recover too but i just ignore it always recover with new instalation

Unfortunately the only way to get a recovery for any preloaded system is to contact the manufactuer of the product. IE if the unit is a Compaq you can contact Hewlett-Packard, must be the current company that owns the model and build. Compaq is now part of HP is the only reason for the example.
They will ask your model and serial. new discs may cost you to obtain but serial will give them the preloaded software information.
Outside of recovery discs, secondary option. Purchase a new operating system. expensive but does work as well.

basically as the PC boots TAP F8 key - from the menu that appears
choose "repair your computer"
