There are many settings for scanners. You must program the register settings AND the scanner. You need the big book of setting bar codes for the scanner to change any settings in the scanner. You usually need a special cable to convert scanner to register pinout. It can be a days work even for a technician. They are the probably the trickiest thing to get working on registers so it might be best to get a dealer to do it if you don't have all of the setup information for connecting that register with that scanner.
There is probably an rule set on the scanner from the previous user. To be sure that you are not using any old settings. I would suggest to reset it to factory settings.

its most likely the scanner. i had one that used up batteries pretty quick. my advice would be to get rechargeables, and get 2 sets of batteries so when one set runs down you can put the fresh set in the scanner
The "Beep" just means that the scanner has been presented with a valid barcode. (nothing more)
