i have an european nokia N80 and many times i have the same problem you mention, i believe it's not a problem of your mobile but it's about the apartments you go into as rebar reinforced concrete structure could cause the a Faraday cage effect. In my case i didn't really solve it but you can try to play with your network settings changing the favourite type of network the mobile will use (gsm, or 3G). To answer to your question about how to format i suggest you to install nokia pc suite and nokia software updater; with these 2 pieces of software you can back up your mobile content (you can choose what's going to be saved and what's going to be lost) then perform a software update even if the program tells you that you have already the latest O/S installed on your mobile.
