This happens due to lack of lubrication. The air that runs thru the regulator is very moist and caused the internal parts of the regulator to rust. With no air pressure in the tank, take the regulator apart and lube the threads on the adjustment knob. Also remove the plug on the rear of the regulator and lube the plunger valve. You may find that the valve is stuck to the plug. Separate the valve from the nut and clean / lube. You may also find that the regulator is too far gone and needs to be replaced. sounds like it was turned too far back, its just a spring and a screw in there see if you can t turn it to the positive enough times to make it come back if not you might have to replace the regulator, i wouldn't recommend trying to dismantle it and fix it, it could cause serious injury or damage to tools, also the plastic knob may be striped out on top

I would look at the pressure switch which shuts the electric off when the air pressure reaches its limit also check all wires going to and from this switch. Best checked with a multi-meter.
