the fuse is in the underhood fuse/power distribution box, but doubt that is the problem, and if it is blown then there is a short in the wiring.

Switch ON the PC, boot the PC in 'Safe Mode' by continuously tapping F8 button after you switch On.

Let windows boot in Safe Mode and log in to windows.

Go to 'Start'--->Programs--->Accessories--->System Tools--->System Restore

Here you will have to check "Restore computer to an earlier time' and click Next
Now you will find one Month Calendar window with Dates below, go to the previous month by clicking the '<' sign in the upper left hand corner of the Month Calendar and select any date that you see in Bold.

The detail of that particular date should show "System Checkpoint" and time on the right hand side box. Select that date.

Now, Click on Next and System Restore will start and windows will take a reboot.

There are many things that might cause your PC to run slowly. It could be a fragmented disk; fragmented registry; a virus, trojan, or spyware; high CPU and/or utilization due to too many programs running; high disk I/O; or something else.

To check your CPU and memory utilization, run Task Manager. You can start Task Manager by pressing CTRL+ALT+DEL and then clicking on the Task Manager button. In Task manager, click on the Performance tab and check CPU Usage and PF Usage. PF Usage is an indicator of memory usage. If one or both of these is high, click on the Processes tab, and sort the columns by CPU or Memory to see what processes are consuming the resource. If you are not sure what the process "Image name" is for, google the name and you should find what the process is for.

If your CPU and memory usage are reasonable, then you may have a different issue. Even if you running anti-virus software, it may be beneficial to scan your PC with another scanner to check for viruses. No anti-virus software is 100% perfect at catching everything. if its electronically locked you can not unlock
you need to replace card
try to format if format not works try to format different programs
if still same electronically locked replace with new one
