Even when the SIM card is fully inserted you can usually see a small section which sticks out of the metal housing. You should be able to gently (but firmly) ease the SIM out using a large sewing needle or something similar.

the contact are, the gold bits should be faced down of the contacts area of your device. You should be guided by the shape of the sim slots as to orientation

I haven't had much luck with finding a manual for this machine to tell you precisely where a SIM card would go, but on the specifications toward the bottom of this page:
iRulu 7 WCDMA 3G Black Tablet PC Dual Core Cam 4GB Android 4 2 Bluetooth...
it quite clearly shows it as a dual SIM machine. This may mean that you have the SIM in the wrong slot, or yoou may need 2 to make it operate. Not having found a manual I' m afraid I can't be more specific.

Sign a month-to-month contract (since you already have the phone) with a wireless/mobile carrier. They will give you a SIM card to put into your phone and assign you a phone #.

Do you mean that the PIN of the SIM card is locked?

The PIN is needed to access the SIM card.
If you remove the SIM card the tablet will not ask for a PIN.
You do not need to change anything in the tablet.
(If you would insert your SIM card in a phone, the same would happen when you launch the phone.)

I find charging for 24 hours before use will yield the maxium capacity, after that overnight charge is fine. I would wait until tablet is activated before the sd cards are inserted.
