We had a recent partial power outage that affected other residents on the block. The electric company came back and turned the power off for one hour and also for an additional 10 minutes. When you want to stop the rapidly blinking answer on red light of the base unit, you have to turn the wall switch off and then turn it back on. When you do that, both the red message light and the red answer on light blink very slowly at the same time. Every time I press something, the base unit goes into that rapid flashing mode of the answer on light. Is there any possibility of returning the phone to normal? I have three other handsets. People call and the answering machine never kicks in. I've already tried to reset the phone but to no avail.

I don't know yet if this is a resolution, but I'm going to try this tonight. Unplug all bases and remove all batteries from all handsets -- leave this overnight.
Here's the history of my problem. I rec'd this phone for my birthday. 3 weeks in, power went off in my building and answering machine part stopped working. I took it back to the store, and they gave me a new one. 4 weeks in, another power outage and I have the same problem. I called Panasonic, and they told me to unplug all bases and remove the batteries in the handsets for 'a few minutes' to reset the units. I waiting 10 minutes, and replaced all batteries and plugged in all the bases again. No luck, answering machine still did not work. I noticed, however that the phone did not reset as I still had all my phone numbers and caller id history.
I called my brother who is an electrician, and he advised me that the base has a 'capacitor(sp?)' and it will probably take a few hours for it to 'drain' so the phone will reset itself. His suggestion is to unplug all the bases, remove all the batteries and leave everything OVERNIGHT. By that time, the power store in the base should hopefully be wiped out and the phone should reset like new. I will try this tonight and let you know if this works.

Try re-registering handsets to base unit, info on registering should be in manual.
