Firstly make sure you have fully backed up your phone including the SD card as unlocking will completely reset you phone & wipe the SD Card. remove SD Card if possible, if it's a built in SD Card connect phone to PC via USB & make a copy of it. I can't stress this enough unlocking bootloader & rooting will cause you to lose all the data on your phone & reset it back to Factory Condition.

To the right of the M9 Image you will see 3 small boxes, click the 'UNLOCK BOOTLOADER', then click 'GET STARTED'
to unlock bootloader go to this site HTCdev Unlock Bootloader and you will have to register and Select "all other supported models" from Unlock Bootloader drop-down menu. When you get the unlock bin in your email just follow the directions in the email to flash it and unlock your bootloader
Press and hold Call/Cut buttons(green/red) and soft-reset with the stylus. Keep holding the Call/Cut buttons till you get a message on screen saying "This will erase all your personal data" message on screen. Then press 'action' (enter button) to hard reset.
And to enter the bootloader: (Required sometimes while flashing ROMs)
Hold down the camera button and reset device with the stylus. Keep holding the camera button until you see 'tricolor' bootloader screen.
