You didn't say if you are receiving an off air picture or cable or satellite. The reason the commercials look good is because the local station (or source) transmits them "in the clear", that is, without any enhancements to the video signal. Network programing or local newscasts are sent through a device which inserts a reference signal in what's called the "vertical interval". You may have seen this as a series of flashing dots or pulses at the very top of the picture. There's a lot of information packed into the VITS (Vertcal Interval Test Signal). One of the lines contains a reference pulse for video which is set at a certain level. Your TV sees that level and automatically adjusts its circuitry accordingly. What I suspect is that your set is out of calibration and is pushing down the video signal because it is not "seeing" the level properly. A video alignment should correct this and can be done by a good repair facility. Hope this helps.

I have the same problem on an HP Pavilion dv1000.
This is what I have discovered. The properties of the webcam (contrast/brightness etc) are not available via Windows anywhere that I can find.
However if you install Skype you can access these properties, its free, its a good voip client and you can turn off the autoload at startup. Go to Tools > Options > Video Settings and you will see a button marked "Webcam Settings" under the "Select webcam:" dropdown. Click on this and you have access to the webcam properties, I found checking the Low Light option on the Advanced tab makes the webcam image much brighter, you can play with the other settings but I didnt bother.
If you then go to My Computer > HP Webcam you will see that the webcam is also brighter there, this seems to be the case even if you exit Skype. Haven't tested it in other apps but it should work ok.

You don't give any information about your computer, and that makes it hard to give a precise answer. But if you have a laptop, or you're having this trouble with an LCD monitor on a desktop computer, the display backlight may have quit working. Without the backlight you can only very dimly see the display. The usual reason is that the inverter board (in a laptop) or power supply (desktop monitor) isn't working.
Laptop inverter boards are pretty simple to replace, and you can find them for most brands and models now at reasonable cost. Check eBay where there are many sellers. Once you have the replacement, you just need to remove the front bezel of the display, which usually means taking out screws at the corners and releasing snap tabs around the edges. The inverter board mounts below the display panel and there are two cables connected. Unplug the cables, remove the old inverter, put the new one in and reconnect the cables and you're done. The brightness should be back to normal. (It's also possible but less common for the backlight lamp in the LCD panel itself to be bad. While it is possible to replace the lamp it is very difficult to do. It's usually simpler and safer to replace the whole display panel, although they can be expensive.)
In a desktop monitor, bad capacitors in the power supply often cause the backlight to go out. Many sites show what bad capacitors look like and describe how to remove and replace bad ones. It's a more difficult repair than the laptop inverter replacement, involving soldering on the circuit board, but it's still something you might be able to yourself.
