Check fuse for wiper motor. This earlier model had problems with the wiper shafts corroding and being very stiff to move so causing the wiper motor to overload / blow fuse / burnout. Apply some light oil to the shafts if this is the cause of your problem and the motor is still okay.
good luck - hope this helps
Fuses are intended to protect the wiring in a circuit. If it blows there is an overload or a short circuit. It could be a faulty wiper motor, a faulty switch or a worn through wire that is grounded. try disconnecting the motor first to see if the fuse still blows. Next inspect the wiring harness as I feel a switch is an unlikely cause. Check around the fuse box as well as sometimes fuses over heat and terminals touch.
The purpose of a fuse is to protect the wiring in a circuit. If it blows it is because of an overload which would occur if the blower motor is siezed or there is a short in the wiring. My first instinct is a problem with the blower motor. Try isolate the blower - disconnect the leads to the motor - and try switch it on. If the fuse blows again the problem would then be a shorted wire.
There are two fuse panels for this. One is under the drivers dash above the left kick panel and the other is mixed fuses and relays in a box next to the battery. A schematic of the fuses is in you operating manual and the schematic for the boxes of fuses and relays is on the underside of the box cover. Should be abbreviated WPR. If this is helpful please rate it high.

Check your wipers are parking in correct position -if there has been slippage at their attachment spigot they may be jamming the motor during use causing fuse failure.
Check for overload on any other circuit that may be sharing the wiper fuse.
Check wiper fuse is a firm fit in the fuse holder, and making good electrical connection.
I have an S10 1998, but the problem is the same...sometimes the wiper motor stop in any position, and I have to move the wiper arm, and the motor work's againg, what happen is : the wiper motor have some contacts than I thing are broken and eventually I most replace the whole wiper motor. The problem is no the column switch belive me.
