Just go to Send Money Pay Online or Set Up Merchant Account PayPal and create a new account, using a different username tha your previous account (if you can remember it at all). PayPal will tell you whether the username is already taken.

Contact your bank immediately and dispute the transactions on your account.

You have to ensure you have sufficient funds in your PayPal account to cover the cost of the purchase.

All you need is bank account. As most benefits are paid into bank accounts you might have one already. When you log into the PayPal website after joining them they will need a card to use. For example a Visa Debit card. Once this is in place you will be able to pay for things. You just sign into PayPal. PayPal will then taken the money from your bank account to pay for the transaction. As long as you have money in your account to pay for any the goods you buy, you won't have any problems.

Being on benefits will not stop you getting a PayPal account.
Once you have a PayPal account keep your eyes peeled for dodgy e-mails saying your accounts frozen etc. Generally they always say something like PayPal user. So they are easy to spot as PayPal will always use your name. These dodgy e-mails are after your password.

Login to your paypal and view the purchase history. If the purchase is not listed in the history then it's most likely that the payment hasn't been taken. There must be some fault during the authentication. Pay it again from ebay. anyway, you can always claim paypal for any unwanted payments made.
