The drum cleaning blade is located in the drum unit and is very much like a windshield wiper blade on your car and even has the same function. It cleans the drum of toner residue after each copy is made. A positive test to see if the drum blade is worn is to make two or three copies of an original and if the streaks are worse on the second copy and worse still on the third copy, then you can be fairly certain that your drum blade is bad and needs changing. Not a simple task, probably best left to a technician. You can do some serious damage to the drum if you're not careful. If the test that I described indicated that the drum blade isn't bad, then the next most common problem is a worn heat roller in the fuser. Not an easy thing to replace either. You can check this by making a copy and stop the machine just as the copy just reaches the exit rollers of the machine. After removing the copy, you can see that part of the copy has been through the fuser, the part of the machine that gets hot, and part has not reached the fuser. If the lines are on the copy that has passed through the fuser, but aren't there on the part of the copy that hasn't reached the fuser, then you can be sure that the lines are caused by the fuser roller.
Let me know if this helps.

When was the drum replace? Recently? Could it be time again?
Was it a remanufactured unit?
Regardless of all that, It sounds to me like the drum is failing.
