Number on back of watch is 747012
Most of the time, replacing a low battery will reset the light allowing functionality.
Otherwise, you will need to open the watch and press the reset button shown in this picture.
These watches are waterproof, therefore you must be very careful not to damage seals. If you are not confident in this procedure, your local jewelry store will typically do this for you.
SOURCE: Timex Expedition, beeps very quietly and indiglo doesn't work.
To clarify... Replace the cover with the arrow on the back pointing directly at the stem. The Indiglo backlight, alarms and chimes should all work when the back cover is in this position.

I had the same problem, and could not find any answers on timex.com. After you place the battery in and it begins to beep, push all four buttons in at the same time. This should "reset" the watch -- at least it did for me.
SOURCE: Timex Expedition sports watch - how to view lap times?
I ran into the same problem w/ my new Timex Expedition. I emailed their help desk and they said that the Expedition models do not have lap memory feature. You need an IronMan watch to get lap recall. Wish I knew that before getting this Expedition watch...

SOURCE: Can't get the back plate of a Timex Indiglo WR30M watch back on
It is either a screw on case back or a "snap-on. I suspect that it is the latter since you don't mention that you used a tool to unscrew the case back. So getting the back on sometimes is very difficult. I have a special tool for that to apply even pressue and the necessary force and does not put pressure on the crystal. You have to be careful to not damage the crystal. If you don't get it done, then suggest you take it to a shop that has the right tool. If you have very strong thumbs you might get it done.
