Had Magnatron replaced about a year ago. Assume it was a 700W instead of a 900W magnatron as no details can be found on the magnatron.

You really need to call GE on this. Only they can answer if they will still cover it. GE Answer Center -800-626-2005, 24 hours a day, 365 days a year.
Otherwise, it may fall under your State's lemon laws. You can contact the Attorney General's office, usually via http://www.state.xx.us (where xx is your State's 2-letter abbreviation).

First of all, if you press against the right side of the outer cover of the oven, does that lessen the noise? If so, it may be that a rubber cushion on the side of the HV transformer has fallen off.
If it had that hum but was not heating, I would first check the HV rectifier diode.
But since it's cooking, I would say your magnetron is on the way out.
Unless the warranty is about to expire, I'd continue to use it and watch and wait.

This an early indicator that the magnetron "heats the food" is failing, usually they will go without warning and eventually will need to be replaced.
