If you use the Edit feature and add the model number of your Cook's Essentials pressure cooker, I may be able to determine what company manufactured the pressure cooker for QVC. It seems QVC is the only seller of products with the Cook's Essentials brand name.
With that being said, if you have the user's manual for your pressure cooker, near the end of the manual may be a section on service and repair. If so, there may be a phone number listed there you can call to find out about purchasing a replacement seal (the gasket) for your model.
Or, you may wish to telephone QVC Customer Service and ask where to purchase a replacement gasket for your model pressure cooker:

Hi! There are still other ways where in you can have it. One of your choice is to ask anybody from your friend that has the same model like your pressure cooker, you may ask them to let you borrow and have a hard copy of the manual. Or you may deal with the owner of the store where you purchase the item for a replacement of the manual.

I am having some difficulty finding your part, I believe a restaurant supply store in your area, might be able to match up a rack that will work. However check out this site, and this has some good information and phone numbers to call direct.
