Just a thought. Is the belt tight or does it slip when you put pressure on it. Check and see if the impeller outfit is plugged. Mine did that and it was plugged with an old shirt I picked up in the snow. Can you turn the impeller by hand when the engine is shut down. If so could be a shear pin broke off in the impeller.

No if your belt is shredding there is something rubbing on the belt. Check the idler/tightner pulley see if it spins freely. Check make sure nothing but the pulleys are touching the belt when it is engaged.

Toro CCR 2450 Snowblower has new plug & gas but will only start with added starter fluid then will run until trying to start again.

Question edited for clarity.

When you put it away at the end of last snow season, I expect you just rolled it to the corner of the garage and left it until now? The two stroke gas in the carburetor, went bad and gummy. It starts on starter fluid because no gas is coming from the carb.

Torro snowblower won't throw snow. Gets stuck in auger and blades.

make sure its turning a good speed, check belts
now that you have all that other junk on it it will be hard to do what you should have done. paint those parts. then spray with wax pledge will work. I buy and resell these and it works for me. nny

The engine starts but won't actually throw snow the wheel that turns to throw snow is not turning

There is probably a shear pin or bolt that has broken, providing all other belts and accessories are intact. Should be very simple to take the bolt out of the wheel where it attaches to the shaft. Just take it to a hardware store or an outdoor store that sells snowblowers.
