Check the air vacuum switch and line as you may have a air vacuum leak. The button that controls the on and off to the jets is an air vacuum switch....It may have a slow air leak in the line or connections that is activating the on and off control

It could be the pressure on the drain isn't allowing the rubber around the drain pop up to come unlodged from the floor of the tub. I have ran into this problem a few times. the best way we found to take care of it was to install a push pull type drain assembly or try and adjust the drain pop up so it pops up higher allowing the rubber around it to break the seal and start to drain. take some pictures and post them i might be able to help more

The jets have a nut on the back of the jet. I hope you have access or else you will need to pull the tub for this job. Loosen the nut and squeeze aquarium grade silicone in between the tub wall and the nut, Tighten the nut, but not to tight. Let set over night fill and check for leaks the next day.

The bearings (or bushings) of the pump or pump motor have siezed, these can be replaced on some models but for the most part you will need to replace the pump and/or pump motor. and as where to get parts, i would suggest the outlet from wich you purchased the unit or another appliance outlet. Or if you feel up to the challenge, im sure you could find replacement parts on the internet: google, ebay, etc.

You can adjust the jets by moving the center of the jet around, if the center does not move, it is not adjustable, some jets have a pressure adjustment by twisting the center of the jet left to right. No manual necessary for this.
