Test the 8-12Vdc coming from the Controller board motor.
Thsi board has 3 power supply: 1) Console Board 2) Elevation Motor 3) Main Motor.
Some IGTBs is faulty, replace or replace.
However you must test the connector coming from Controller B. Motor to the up where the console is there , tight and clean very well. Is there 8-12 Vdc, and the console is NOT running replalce the Console, after checking. is there are NOT the controller board is faulty, replace.

The three beeps shows the Memory Module Test and that symbolise that the memory module is having a problem and to my knowledge when there is a problem with the memory then you have to open the casing and remove the memory module and clean the slot very well and if slot in back and the memory do the same change the to the second memory slot if it happens there again then you change the Memory module.

Yes, you may hear a small click when the key is placed in the run position. It is the fuel solenoid (on the carburetor) activating.
If it is a large click, then that is the pto clutch activating (as in the blades are ON) and that will not allow the engine to start.
Sometimes when a battery is low or connections at the battery are dirty, you will hear a click, that is the solenoid activating, but the battery voltage is low enough that the starter will not turn. Sometimes this condition has a chatter.
Easiest test for this situation is jump start from you automobile, or charge the battery for an hour, and see what happens from there.
