Sounds like a broken escapement, definitely a job for a horrologist (watchmaker)

Try CAREFULLY cleaning the mechanism with naphtha lighter fluid. Lighter fluid is high grade naphtha. Be careful not to allow it to run on to the face and electronics. It may damage the face with stain or remove any decals or cemented numerals. It may only take a small amount to clean the shaft bearings. The lighter fluid cleans and lubricates without leaving a film. If you can, while the fluid is on the gears, manually turn the clock forward 12 hours. That will rotate all the gears fully. Us the fluid sparingly!

mcdevito75 here, There should be a F/S on the back of the clock, if so place it in the middle, if not, check out a small watcg repair shop in your area.
