Check for lint or trash in bottom bobbin case spring.
If the top thread is not pulling up the bobbin thread, is it actually catching the bobbin thread? If not, then the machine may be out of time. Search for sewing machine timing or take it for service.
If it catches the bobbin thread but then the bobbin thread is difficult to pull, then possibly there is a snag somewhere that is catching the bobbin thread, the bobbin tension needs adjustment, or the bobbin case is incorrectly threaded.

IT PROBABLY IS THREADED INCORRECTLY. GO SLOWLY BY THE DIAPHRAGM AND MAKE SURE IT IS THREADED CORRECTLY. ALSO MAKE SURE SPOOL PIN HOLDERS ARE IN PLACE THAT HELPS TO GUIDE THE THREAD CORRECTLY.

You may have the bobbin case in wrong. I have this machine, and I know that it is really easy to put the bobbin case in wrong. Try taking it out and making sure that the little stop is in the front and it is seated down in there and able to wiggle back and forth. My experience with this machine, until the other day when my cat knocked mine off the table and knocked something out of alignment, is that it just works. Any time mine hasn't worked, it has either been dirty, needing oil, threaded wrong or the bobbin case wasn't seated right. In other words, it has always been my fault.

If you are using buttonhole twist or heavy topstitch and normal thread underneath machine tensions wont like it. Try using regular thread top and bottom but use two same colour on top and thread both through needle but put one either side of tension discs if you can. Top stitching jeans is problematic for manymachines even Berninas
