According to the service manual 9 blinks is the code for a bad A board, here is the service manual for that set...https://www.manualslib.com/manual/863928/Panasonic-Tc-P42x1.html#manual
1) try doing a RESET.
2) if that does not work. with most flat TV today. There three circuit boards - an input, a power and a video. Usually, it is the power supply and specifically, the capacitor(s) that goes wrong. It has high voltage (400 volts) but low current.. Replace this capacitor or could be capacitors.

I fixed it myself!
I bit the bullet and ordered a replacement Power Board for AUS$290 and swapped it out myself.
Only took ten minutes, most of that time was removing and replacing the 101 screws holding the back panel on!
Working fine again now.
I did sit the two boards side by side and noticed the new one had moved some of the micro components from the back of the board to the front plus some other small component changes.
If your handy with a screw driver and have some technical knowhow I recommend having a go at fixing it yourself as it wasn't hard and probably saved $200 in service charges (all this assuming you are out of warranty!)

Open the menu, then go to setup, there should be a closed caption options in there, also remember that CC can only be passed via a transmitted cable signal. If you have a Cable box or Satellite box connected via HDMI, or its pushing a HD signal (720p, 480p) the CC box is from the Sat or Cable box, test the settings on the box.

If your laptop has a DVI or HDMI output, then the solution is as easy as buying a DVI to HDMI cable, or simply an HDMI cable, because your TV set uses HDMI as an input. If you have a Macbook, there are Displayport to HDMI cables/adapters available.
However, if your laptop only has VGA output, then you must buy a converter. Why? The VGA output available on almost any laptop is an analog signal. Buying simple cable adapters will not make your TV (which reads only digital signals) read the analog VGA signal.
