Has the battery been charged lately? If not, try charging it first and then try to turn it on. If that is not the case your ipod probably just needs to be reset. Try pressing the center button with the menu button together and hold those two buttons together for about 6-10 seconds. You should get an apple icon that comes on before you will see your menu for your applications.

The flashing Apple is the equivalent of Microsofts blue screen of death. This apple symbol means hardware failure. Not good. Do a Google search for flashing apple of death. Here's a video that should help you fix it yourself. Hope this helped.

Try forcing the iPod into disc mode to restore.
Putting ipod into disc mode http://support.apple.com/kb/HT1363 Toggle the Hold switch on and off. (Set it to Hold, then turn it off again.) Press and hold the Menu and Select buttons for at least 6 seconds until the Apple logo appears. When the Apple logo appears, release the Menu and Select buttons and immediately press and hold the Select and the Play/Pause buttons until the Disk Mode screen appears.
Connect the iPod to your computer; the screen on the iPod will change and say "Do not disconnect" If you are having difficulty putting the iPod model into disk mode, set it on a flat surface. Make sure that the finger pressing the Select button is not touching the Click Wheel. Also make sure that you are pressing the Play/Pause button toward the outside of the Click Wheel and not near the center.
If you are still unable to put your iPod with a Click Wheel into Disk Mode, use one finger from one hand to press the Select button, and one finger from the other hand to press the Play/Pause button.
If this does not make the iPod connect to your computer, I would suggest checking out www.rapidrepair.com for further ideas and options to your issue.

Frozen ipod

You just need to reset it, hold down the middle button and the "Menu" button for about 7-10 seconds, or until you see the Apple logo.

95% of the time, when you get the sad face or now on the new 6th generation classics and 3rd and 4th generation nanos it's a cross, it means that you have a faulty hard drive. You can buy hard drives for reasonable prices on ebay. You'll be looking for a Toshiba MK8010GAH if you're using a 5th generation iPod video, and if you're on the 6th generation classic you'll be looking for either a Toshiba MK8022GAA or a Samsung HS081HA. The Samsung's are more reliable.

Tip: If you are having difficulty resetting your iPod, set it on a flat surface. Make sure the finger pressing the Select button is not touching any part of the click wheel. Also make sure that you are pressing the Menu button toward the outside of the click wheel, and not near the center.
If the above steps did not work, try connecting iPod to a power adapter and plug the power adapter into an electrical outlet, or connect iPod to your computer. Make sure the computer is turned on and isn't set to go to sleep.
