Hi,
Remove the batteries wait a few minutes. Put fresh batteries back in and turn the camcorder on. This resets the camcorder.
Take the memory card out and copy the files from the memory card to computer.

Take out the battery and clean the gold connectors. I had the same problem for months and finally I tried this and it worked perfectly afterward.

Two possibilities for said symptoms, either DC jack got broken and does not provide volts to camcorder coming from adapter (11V) or any chip fuse is blown at main board for some reason inside camera.
Local camera repair shop will help you to get camera fixed because camera will take apart that needs expertise.
If you want to attempt by yourself, get service manual copy from internet to have proper disassemble procedure to avoid any damage.

As long as you have a USB port and there is 4 AA or AAA batteries then you should be able to. USB is 5 volts DC and 4 batteries are 1.2 volts each and 4 equal 4.8 volts DC.
