There are a number of fuses that cover tow features. Cruise Control has a number of items that control it. you probably need an auto electrician to diagnose and fix. Ideas in the link though.
I'm sure there is, but while looking, look under the hood and make sure the cable from the cruise control to the throttle has not become disconnected or broken. That could cause it not to work as well.
Make sure there aqre no warning lights on the dash on, check the brake fluid it needs to be near the full mark, check the brake lights and be sure they are all working, if the cruise indicator light does not turn on check the fuses on the inside dash at the lower left.
P0420 Usually indicates a bad catalytic converter or a bad oxygen sensor. Since you car is 2008 my money is on the oxygen sensor. Or it could be something as simple as an exhaust leak. The cruise control will keep flashing until you get the CEL fixed
