SOURCE: purchased 2 ge phones model
That sound is notification of voice mail. This phone does not disconnect incoming calls on answering machine extension so your phone is actually off the hook for hours without your knowledge.

I called Kodak support and had to upgrade firm software and reset all the settings to reflect whether I had an answering machine (yes) and call waiting (no). Also found it helpful sometimes to dial out using commas after the 1, to keep it from ringing busy.

Try taking the cover off of your phone jack and reversing the two wires that are running to the actual jack that your phone line plugs into. There is very little voltage, so you have little worry of any kind of shock. Reversing these wires should fix your problem. Hope this proves to be of use. Have a great morning!

Turns out that it was a wiring issue and not the phine.
SOURCE: after dialing 4 numbers the phone goes to a busy signal
First Option:
Phone in the Other Sim and check the Phone Network Signal If Network Signal Problem not Solved So
Secend Option:
Your Phone Network IC Fault So Please change Network IC
And Network Signal Problem will Solved
if it is there isn't much you can do on this side of the network.
