You do not identify your laptop model.
Try toggling the central button which on some laptops locks un unlock the touchpad/mouse controls.
If this is not the problem, reinstall the touchpad drivers from the driver CD or downloaded from the Acer website to clear any possible corruption.

If this does not solve the problem there may be a hardware fault with the touchpad.
An experienced technician would have to open the laptop and lift the chasis cover to isolate the touchpad and check for a loose cable, liquid spillage damage or component failure.
A replacement touchpad itself will not be expensive and the cost of repair should not be prohibitive.
If the fault is in the motherboard contorller/connector of the touchpad, then repair (replacing the motherboard) may be uneconomical.
a USB mouse will work just fine on a laptop.

Check the BIOS settings. My guess is that the date is off in the BIOS.
Setting the Time Zone
1 Access Time Zone.

Consider what data you still need from your Acer Aspire One's hard drive. Save the files to an external USB device.
Restart the Acer Aspire One's operating system. Wait for the Acer logo to appear on the LCD screen.
Press the "Alt" and "F10" keys at the same time to bring up the recovery menu. Press "Enter."
Click "Next." Follow the prompts that appear on the screen to restore the operating system back to factory settings.
Use the drop-down boxes to select the time zone and language information for your Acer Aspire One. Restart the netbook when you are prompted to finish restoring the computer.
Connect the external USB device to your Acer Aspire One and transfer the data you saved earlier back to the netbook.
