This is probably a friction hinge. The slow closing feature is a result of friction within the hinge. So it sounds like the hinge has worn to the point of the friction being reduced. Another possibility is that some kind of lubricating fluid entered the hinge. If so, perhaps it will regain friction with time. Most likely the seat needs to be replaced.

It needs a new air shock on it. You might be able to take the old one apart and fix it but replacement would be best.
