If the Tach is showing some RPMs then it must be turning the motor over, if the bike is just coming out of storage it may be gummed up in the fuel system. try turning the fuel petcock off and then on a couple of times. try to start the bike. Failing that, you may have to drain the fuel and replace it with new fuel.
if neither of these work you may have to consult a local mechanic for a spark test and fuel test.

Most of the time you can look up the owners manual on websites as long as you can find the kawasaki website you should be good, i had the same problem with a dirt bitke and i found there website and found the owners manual and downloaded the owners manual and printed it out. Hope i was of some help to you.

Check the engine compression with a compression tester. It should be over 100psi,also check for hot blue spark on plugs,if not blue ignition problem.Weak Spark,but if blue and wont fire with ether the rings maybe worn,and compression to low...Best of luck to you!!!!

You are extremely lucky... if it won't start close to shore, the last thing you want is to get it started and then go out a long way on the water and have it quit on you!

hey bud, i know this might be a bit late but sounds like the starter chain tensioner has failed and the gears have vbeen stripped. dont try to start thebike. take the clutch casing off, and that chain and sprocket assembly infront of u is the offending part. google a guy called andy bennett for a manual chain tensioner. replace thes parts with zzr1100 parts as they are stronger. once youve researched and done all that. take the sump off and give it a bloody good clean. then re-assemble and away u go. u can do all this without taking the engine out the chassis. exhaust off, oil cooler off, radiator off. hope this helps. feel free to cantact me. kiltednutter (facebook)
