Most likely this is a problem in the foot control and it will need to be replaced or repaired.

This is a cleaning issue. There is gummy residue holding your presser foot bar which needs to be cleaned out. Unfortunately, you need to split the case on your machine to access it for cleaning and this is best done by a qualified technician. Let's face it, it's probably been a long time since the machine was serviced anyway and they do work better with regular servicing.

this is a generic style snap on blind hem foot, you fold the fabric into a upside down Z shape and run the top folded edge along the white guide with the fabric under the foot, hard to explain but once youve done it once, it makes sense.
