From your Description and Depending on the OEM (Zama or Walbro) of the Carburetor it Sounds like a Bad Fuel Filter or the Primer Check Valve has Stuck and the Carburetor Requires Soaking and Cleaning.

Yes, I think the gas cap may be clogged. The gas cap must be able to breath, otherwise this vacuum will occur. Try starting your trimmer and when it starts to choke out, loosen the gas cap. It should get air back in the tank, then and keep running. If this works, clear the hole in the gas cap, or purchase a new one.

This answer assumes you've put gas mix in the fuel tank.
Unless the saw is new (and possibly even if it is) there are only three things which can cause this:
1) The primer bulb is split or has a small hole in it (they rot and split often, but are not much trouble to replace)
2) The line between the bulb mount and the fuel tank is split or has fallen/been pulled off (this frequently occurs as well)
3) The fuel tank filter has trash on it and is preventing the prime. (this is harder to check and/or fix, but not impossible- and all of these are cheap!)

this is normally cause by a bad fuel line that comes from ethonal rotting the fuel line that goes to the bulb...a seperate line can still feed the carb but it makes it really hard to start

The primer bulb does not have to be full of fuel for the carburetor and trimmer to operate correctly. The actual function of the purge/primer bulb is to help pull fresh fuel into the carburetor while at the same time, push old fuel/air out of the carb and back to the fuel tank. You may have bad check valves in the primer base assembly but, the machine can even operate if the bulb is only even 1/2 full or so...Make sure the fuel is moving in only one direction during and after the bulb is pushed and released. If it's not....bad check valves. These valves are very small and fragile and easily damaged by strong solvents, high PSI compressed air...and carburetor bath type cleaners. You didn't state whether the machine will start, run, what have you. Repost if needed. Please vote on this solution.
