The Honda 8HP motor will work OK with 90 psi compression but it's on the lower end of good. Most likely it will need new piston rings and possibly the cylinder resurfaced in the near future. Low compression could also be caused by valves not seating completely either from wear or carbon buildup. Depending on what you are looking to spend it may be worth your while to remove or have removed the head to inspect the valves and cylinder wall.

Use Honda 4-stroke oil, or an equivalent high-detergent, premiumquality motor oil certified to meet or exceed U.S. automobile manufacturer's requirements for Service Classification SE or SF. (Motor oils classified SE or SF will show this designation on the container.) SAE low-40 is recommended for general, all-temperature use.

if i remember correctly these have electronic ignition the module may need replacing but beforedoing any thing drastic try disconecting the oil alert wire that sometimes gives a bit of pain youdoit
Your carberator has crud, or rust, or glaze in it. The carberator will have to be removed, soaked in cleaner for three hours and then rebuilt using the proper carberator kit from any auto parts store. If you need to hire this done expect to pay about 35 dollars.
Just to be clear, the starter should have a large terminal (where the battery cable connects) and a smaller terminal (where the activation wire connects) The starter is grounded via the mounting bolts. The activation wire runs from the starter to the starter switch.
