Check the circuit breaker for the refrigerator outlet. Sometimes during a power fluctuation, an over-current condition can trip the breaker, especially if a motor draws a substantial fraction of the breaker rating.
If you have power at the outlet and the refrigerator still doesn't work, the control module may have been damaged by the power outage. Contact your homeowner's insurance agent if you have a policy to see if repairs are covered.
