Being from the Land of 10k Lakes I assume you are talking about a Bass Tracker Pro 17? Hope I guessed right? or this reply will make NO sense.

If this is a Tracker boat then contact Tracker with the hull identification number and they will provide the diagram. I have no experience with other manufactures.

Sounds Like The Start Solenoid Is Not Working.
When You Turn The Key To Start You Should Hear A Click ,If Not Solenoid Is Probably Bad,If Yes Then Starter Needs Service.

I was trained at a tracker dealership and that is one of their faults. The best way to find the fuse for the bilge pump is to look on the back of the bilge switch and trace a wire to the fuse panel. Most of the time they are color coordinated so you can match fairly easy without trying to manually probe for the wire.
