Hey Frank, has anything happened to this outboard? It might just be time for new spark plugs..if it is not running well, it might be time for a carb clean and set. ..no biggie.

did you mop out the tank , fuel lines and fuel pump etc as water is bad news in a 2stroke ? when in water run engine and set the tickover ON THE CARB throttle stop ! see if it goes in and out nicely just above stalling , you might have to clean the carb again if water in tank !??
May try some stuff called Goof Off. it works on most. if not try carb cleaner. If that dont work paint "Lemon" on the side. Maybe that will be a deterant.
