Try reformatting the media, if using an SD card, replace it with another and use a PC and format it FAT16 with a PC and USB dongle return it to the unit it should be OK, you may have to format again after you put it in sometimes too.
To turn on the camcorder press the red button to the left of the screen when the screen is open. To turn it off either close the screen or press the same button for 1-3 seconds
The red button looks like an 'o' with a line coming out of the top of it.
Mine does this if the battery is not charged. Make sure the battery is installed with the contacts lined up (my daughter is a pro at putting the battery in upside down, and it doesn't connect to anything that way!) and charge it up overnight.

To put it bluntly, throw it away. Applying the wrong power to equipment can cause too much damage for reliable repair. Even if all the bad parts could be found and replaced, other parts will have been stressed and may fail later. Also it's very likely the circuit board has been damaged as well. Replace the unit, and be very careful to use only the proper adapter in the future.
Exactly the same thing happend to me with my brand-new Aiptek. Turns out it was the no-name brand SD card that I got from China which destroyed it. Aiptek was kind enough to replace it for free since it was under warranty. Aiptek's caution: Stick to brands like SanDisk, Dane-Elec, Kingston, Transcend or PNY. Purchase from resellers like Target, Best Buy, Newegg.com or Amazon.com. Avoid MINI & MACRO style cards. NO Sandisk Ultra II or Extreme III, class 6. AVOID Hi-SPEED!
