SOURCE: My Ipods Disabled For Over
This is actually a flaw or bug in the iPod's software, and it's quite common. There is nothing you can do at home to fix this, but you can bring it in to the nearest Apple retail store. They should be able to fix it in a few seconds free of charge. :)

SOURCE: i don't have itunes and my ipod says ipod is disabled for 22 million minutes, what should i do?
Have you tried shutting it down? I don't mean the standby mode that it usually goes into i mean shut it right down.
Hold the power button until you see a different screen that says power off (Think it's written in red). Once you have this screen swipe the power off and then go have Coffee for about ten minutes at least. When you comne back hold the power button until the ipod shows the apple logo then let ir finish it's startup. Hopefully this will reset the system for you and allow it to function normally, however if this doesn't work you will have to find a friend with itunes and let itunes fix the uniot.
