1983 9.9 evinrude runs good on land but will not accelerate under load.
Was running great, then after hitting a large wake died out, lifted the motor out of the water to check prop shook it restarted and worked for a short distance then stalled.

I think you're ready to get the carburetor rebuilt again. Next time you store it, fully drain the carburetor before you put it away - the fuel left in the carburetor builds up varnish as it evaporates, and that varnish clogs your jets.

There are a number of things that cold cause no water is coming out.
-Fill up the clear water bladder, lift up and push the valve underneath to release some water (it should drip)
-place the water container on the carpet cleaner and make sure it sits properly. If you lift up the container it should see some water in the deep part of the base plate (where the valve is on the bottom of the container)
-turn on the the carpet cleaner (the vacuum motor should spinning) and push the spray button(check if water shows up)
-if not, listen to the for the sound of the pump motor (unfortunately the vacuum motor is already running so the noise level is high)
-if you can't tell, you need to open the base plate 9disconnect the power first) by removing the tank and unscrew the Phillips screws all around the base plate. When you lift it up carefully you will see a small 12 Volt DC motor, this is the pump. The motor have to receive 12 V to turn on. If the motor is running (checking the sound, measuring the voltage to it) the problem is the tubes are plugged. It can be anywhere from the nozzles, the filter on the base plate, the heater (if the bottom plate is lifted up it is easy to see). The heater is made by two pieces, removing the screws it can be opened up and cleaned.
If the motor is not running (no power to it, it can be the bridge rectifier or the 3.15 A fuse (embedded in the cable harness)
No If the saw is running the brushes must be working. Maybe the front end grease has dried causing too great of load on the motor. if not the motor must be defective (lost a winding in the feild) don't know how much you paid but unless its worth is greater than $150 I sugest buying another
