Once you login to amazon, go to the "Accounts and List" at the top near the cart. Then navigate to "Your prime membership". At the very bottom, there is an option to end membership.
If this is for an order that is already placed you can can cancel the order (and/or part of it) by finding the order in your account settings. If it is strictly in your cart at this point you can edit the amount(s) prior to checking out.

I'm not sure what SafeCart is but found multiple complaints about them double charging customers through PayPal. If it were me I wouldn't use them. Maybe they were blocked. I don't know but you can try asking both companies why this happened.
Perhaps you try to get in contact with support from safe cart?
