That depends on the country, state, or province.

There are many adult individuals that do not have the mental capacity to make decisions for themselves nor the wisdom to navigate the red tape of life. They are "Retarded" or Metally Dis-advantaged. These are adults and or children whose caretakers are either non existent or dead. They need a social worker to not be destroyed, exploited, taken advantage of, or abused by people who do not care for such as these. That being said, the God fearing people should be first in line to do this task, not the Government like Mother Teresa, though the Governments primary job is to Protect its people, and this would qualify.
