You will need to take the right hand cover off of the tool, You might be able to access the brushed by removing the smaller motor cover. The design changed several times on this sander. I have included an image showing the brush locations..

I must find replacement gears for a Black and Decker model 7450 belt sander. they are the two middle gears , probably part numbers 10 and 14.

I have just checked four suppliers and the story is the same with them all - the parts you require are obsolete.

Surplus or used spares from ebay would seem to be your best chance unless you have a huge stroke of luck.

Gears mostly are so expensive as new spare parts as to make a new machine seem attractive.

Black & Decker Belt Sander suddenly stopped working.

Probably not.
It may have just had a part break inside, like the on-off switch, or one of the wires to one of the brushes, etc., etc.
I buy these regularly, and they are inexpensive, which also means they are made of inexpensive ( cheap) parts.
It wouldn't hurt to take it apart, knowing it may not be repairable. Sometimes parts are available on-line.

The sawdust is not going to the bag. I've completely blown my sander with air and tried to unclog anything without taking the sander apart, but still all sawdust stays on the belt and not going up the...

The dust bags on most sanders are only marginally effective. They work OK on random orbit sanders with the holes in the sanding pad, but are next to useless on belt sanders. You might try attaching a vacuum cleaner hose instead of the bag. On the other hand, if the the belt is clogging up, that's not going to be helped by attaching a vacuum hose. The belt is "loading" up probably because the material you are sanding is damp, or maybe you are sanding paint, which tends to melt then stick to the belt. If you are just trying to keep the belt from clogging (or unclogging it), rather than keeping the dust contained, try running the belt against a wire brush after every couple of minutes. if you do not find it, you could change one of the pulleys, with one of greater size, of course this will affect the speed, but is an alternative.

I have a Black and Decker Sander, model # 5.2 A and I cannot find a motor belt for it. The belt that broke has "made in China" stamped on it and the numbers 110XL 031 stamped on it.

You might try Dewalt. I have a Black & Decker weed eater that had a broken belt and I had to order it from Dewalt. I was told that they had some kind of merger. Ordered it and it worked just fine.

First try Black & Decker Serves Department. At some Hardware stores (ACE, True Value, etc)they stock brushes in the back room.
