I hear hissing sound of water in background. New fill valve was put in.
Check that the fill valve was installed correctly
adjust the float level so that when full the cistern water level is around 1/2" below the over flow pipe end
what you have now is that the inlet water is not being shut off correctly and the water is still coming in and flowing out of the overflow

only one inlet valve is required
if the valve is shutting off perfectly 1" below the overflow pipe then the problem is not the control valve but a faulty seat seal washer for the flush system
when the button is pressed the mechanism lifts a flat rubber washer of the seat and allows water to flow to flush
when the flush is complete , the mechanism slams back onto the seat shutting of water flow into the bowl
I suspect that the water you see still flowing into the bowl ( cannot be from the over flow pipe as the water level is 1" below it ) is from that flat rubber washer seal
it does rot with age and will not seal properly allowing water to dribble into the bowl and that will keep the float in operation and make the hissing noise you hear as water inlet pressure is still being allowed to enter the tank
I suggest that you change that washer ( from any hardware shop or plumber supplies)
But where is this "seat seal washer for the flush system" located? When new valve was replaced I didn't see any washer to be replaced. Fluid master fill valve comes in one piece. I have an internl leak to tank, not bowl.
if you have an internal leak into the cistern it will eventually flow out the overflow pipe and you stated that the water level is 1" below that pipe opening
so the inlet control valve is working
the seat washer is at the bottom of the cistern and is opened when you press the flush button
it allows water to leak into the bowl and means that the inlet valve is always open a bit to give you your problem
either that or you have a crack in the cistern that is leaking water out
