I have a Garmin Nuvi 255 GPS. I have a new battery/ fully charged. The screen lights up when turned on with Where to? / View map as well as the volume and tools icons. However does not react.

Try connecting it to your PC using the USB and see if there's a firmware upgrade for it. If there is, do the upgrade; the problem sounds like an initialization error in the firware.
While it's charging it doesn't show the battery indicator. When the charger is plugged out it shows the battery state on the screen that shows WHERE TO and VIEW MAP
This problem is caused by the mini usb plug of the power cord not being fully plugged into the back of the satnav. It's a common problem on 200 series garmin satnavs. Because of the way it's made you think it's fully in but it's not. Push it in further and the problem will be solved.
when it is charging u just slide the on/off switch to the left, it is spring loaded, hold to the far left for a second then release, if the unit doesn't turn on it is defective.
Hook your Garmin into your pc -using the USB cord provided with the kit- run the disk -then go to GARMIN dot com and look for maps for your unit. There is a charge.
When you start up your Nuvi on the Where to? View Map area you will see by the time on top right corner Green Bars that represent your battery power.... 4 bars full battery
