SOURCE: Recently received a Bushnell Neo for Christmas and
I've had the same problem today and found the following advice:
Solution:
1) Click on your Start Menu
2) Select Computer
3) Open Local Disk C.
4) Open Program Files
5) Open Bushnell
6) Open Neo Sync
7) Open Native
8) Delete IGolf.lck
9) Close out of everything, restart your PC, and attempt to launch the Sync Application again when your computer has started back up.
If the above fails to solve the problem, you need to install a new USB driver. Contact iGolf at 858-300-5513 858-300-5513 and they will email you the PL2303 Prolific Driver.
I downloaded the driver from
http://www.prolific.com.tw/eng/downloads.asp?ID=31
rather than send an email and now have it working on XP, Vista and windows 7 starter.

I think that you should browse manually from that point and select the browser if this is what it asks for ..or ...insert the disk ..and connect the device ..and get from the browser to the manufacturer site..and see if they have a wizard you have to run for the procedure...I know for sure that the map loading requires some wizard ...
if your maps are not from Bushnell ...and are from Garmin for example ...get to the site from where the maps are ..
Or just look on the disk if there is such a wizard /program that you might need to run first ..

Confirm USB cable is connected to the device
Confirm sync software was installed correctly. Remove and reinstall the USB • driver and Sync application if necessary
Confirm correct COM port selected
Confirm status as "Connected" on sync software
