Yes this sounds like a power board related problem. Either replace the capacitors that may look like they are bulging (the tops) or have leaked ; or replace the power board with another unit -- used they are around only $30
thats a switching regulator its almost impossible to get full schematics for an LG LCD tv since the manufacturers dont provide them as the repairs are board replacement and no longer component based repairs. Is the power LED flashing dimly? If so (or not) the likely problem is
power board (marked BT-EFL32230W-A) LG part # 6871TPT303B is likely in
need of replacement. There are no schematics available for this part
and the part cost is around $100.00. It is rather difficult to get to
this part as the entire works of this product is behind a heavy steel
shield. be careful to re-attach the conductive tapes attached to this
shield!
EL7 is not a coil. it is a connection point to the transformer, check the transformer for short circuit. Also check the bridge rectifier that is in that path.
