  1. Press the Windows key on your keyboard to display the taskbar if it isn't visible.The Windows key has the Windows logo on it.
  2. Right-click the Date/Time display on the taskbar and then choose Adjust Date/Time from the shortcut menu.
    The Date and Time dialog box appears.
  3. Click the Change Date and Time button.
    The Date and Time Settings dialog box appears.
  4. Enter a new time in the Time field.
    You can also use the up and down arrows next to that field to change the time.
  5. If you wish, click on a new date in the calendar display and then click OK.
    You can also change the time zone, if necessary.
  6. Click the Change Time Zone button, choose another option from the Time Zone drop-down list, and click OK.
    If you don't want your computer to adjust for Daylight Saving Time, click Change Time Zone and click the Automatically Adjust Clock for Daylight Saving Time check box to turn this feature off.
  7. Click the Change Date and Time button.

    Can't set clock

    This clock sets itself from a radio signal broadcast by a US govenerment agency in Denver area. If it doesn't set in the first few minutes of installing the batteries, set it outside (shelted from rain/weather). If you are in an area with a lot of buildings or radio antennas, you many have to set it out over night. My clock set by the radio signal will only pick up the signal at night.

    You only have to set the time zone on this clock - it is supposed to pick up the signal and set itself.

    Computer clock

    Not sure if this will help as my previous experience is that the clock starts at 12:00 each time it is started up.

    In my case it was a flat computer battery that keeps the BIOS active when shut down, hence it was losing all it's settings each time it was shut down.

    Note: This does not explain the looping, so this answer may be one "just to try" if no other answers come up.
