All blade brakes take a moment to stop the blade. If it were to engage as soon as the switch were released the inertia of the blade would do damage to the saw. Look at videos of your saw on youtube to ensure it is operating the same as others.
I don't know the make or model of your saw but the blade brake on circular saws is controlled by the power switch. If your saw previously did brake the blade rotation, you need a new switch to make it work again. Also a generic switch will not do, you have to have the brake switch made for your saw or it will do the same thing.
Look around the housing where the switch handle bolts on. You should see a spindle lock pin. With the unit unplugged you want to push in the pin and when you go to tighten or loosen the blade bolt the spindle will lock into place. Sometimes you need to turn the spindle a bit for the lock to catch. Once you have changed the blade just release the pin as it is spring loaded.
There is t shaped scocket type wrench that came wuth the saw that pushes into the saw next to the rear handle it fits the bolt that holds the blade on.There is l shaped metal locking buttom on the front of the motor houseing. The bolt has left handed thread so it loosens in the oppisite deriction as a normal bolt clockwise. push the L shaped button in to lock the blade loosen the bolt remove the washer and blade install new blade in reverise order
on most of the new saws there is a button that you push in to lock the blade, you have to hold down on the button and tighten blade.after you release button turn the blade to make sure the lock released befor you hit the trigger
there should be a push in switch near the top back of the saw that pushes in and locks the blade, look for this blade lock and than you take the screw off that holds the blade in place and make sure you know the order of the washers and locks so you can replace the same way you took off
There is usually a flat metal plate or a pin or button on the arm of the saw, between the blade and the hinge, that must be flipped over or pushed in to release the saw arm so it can raise up into position to cut.
push down gently on the arm and reach around to the rear of saw with your right hand and pull retainer pin the arm should release and allow usuage of your saw.
