Connecting two wires with a jumper will turn it on. Google the model to find out which wires.

The wires should be labeled such as HDD LED, POW LED
On the motherboard you should see corresponding with + and - Colored wires are always the + and black (ground) is the -.

Another thing you can do is smell it.

But I got to tell ya, eBay has a bunch of them, for less than twenty bucks.

I've done it, it ain't worth the trouble. You'd be happier buying one from tigerdirect.com

I looked up the specs of your d530 and all I could find out is that you have a 150 power supply, calling HP technical support was no help at all.
I did find some pinouts you can look at and determine which one exactly you have. Hope this help out.

If this is still not what you have there are other pinouts at the same website.

You can replace the power supply in this Dell with a normal ATX power supply. Make sure the total wattage is equal to or greater than the old power supply.

Try switching it with one that you are certain works just to make sure it didnt blow or that your computer is working alright. or, using a multimeter, try and check for any current flowing to any of the connectors...

You need to ground pin 14 momentarily to turn the power supply on. Pin 10 provides +12v, pin 12 provides -12v. Diagram here.
