It seems like a spring or something may have broken or come off on the foot pedal. There is no tension resistance when pushing it forwards and it just bottoms out all the way forwards and the tractor does not move.

Yes there is a safety switch.And this safety switch has to be engaged.If its not engaged then the JD tractor will not start. On JD 855 the safty switch is located under the seat, There is a rod that must be depressed before engage Somehow that rod is bent or its not pressing the switch to the point that the seat would not fully engage the safty switch.In some cases the switch itself is faulty.It has to be checked . On mine, which is a different model, it gets stuck like this when it is especially dirty. Start where the pedal is attached to the rod. I can see mine if I open the hood and look down. Make sure everything is free of debris and follow the rod all the way back to make sure everything is clear. Then do the same with the brake pedal. Works on mine every time!
