Power Level 10, that's the highest power. You don't have to push the power level button every time you use it, just press the minute express button, then touch the start button

You have to put the cook time in first and then you press the power level button (just below the number 7 on the keypad) and put the power level in. The choices are 1 through 10. Fifty percent is probably power level 5. Once you have put in the power level, just push the Start button and it will start cooking.
Most likely the touch panel is bad. You can try ordering a new one from repairclinic.com by searching with your model number. If you find that replacing it doesn't help, return the panel within 30 days and you are only out the shipping costs. With what you describe, it should be the panel itself. After setting the time amount before you hit the start button, push the power button with each push it should indicate a different power level if not you've got to use the keypad, for example, 50 is 50% power etc.
I had the same problem. All you need to do is put in your cook time first, then adjust the power level. So time cook, whatever # of minutes, power level, then # power level. Hope this helps.
